There is ..document.. instruction though it is supposed to order with
the document in the public office in Japan.

For North Korea abduction
The policeman appears on a certain television program.

文書なき命令がある。

あるテレビ番組に警官が出演、

向こうと撃ち合いになる、と発言した。

北朝鮮はライフルを持ち、日本側は拳銃、
撃ち合いになれば日本側が殺される。

そこで警察署はどうしたらいいか、
県警に文書で照会した。

県警から回答なし。
署では何もしなくていい。
そういうことだと解釈した。

つまり何もするなという命令が出た。
それは書面の質問に回答しないということだった。
これが何もするなという命令。

県警や警察庁はそういう命令は出してないと言えるし、
警察署はそういう命令を受けたとも言える。

これは命令か命令でないか。

受けた方は命令であり、
回答しなかった方は命令を出していないとも言える。

どっちとも言える。
即ちAspergerロジックである。

結局偉い方の意向で、
どうにでもなる。
